The Korea Marine Environmental Protection Fund has a plan to arrange workshop, training and invitation lectures for the personnel who will be enlisted in the clean-up operations and restoration in case of oil.
This project is designed to make the personnel acquire practical knowledge and skills needed for the clean-up operations and restoration. It is also aimed at improving marine environment protection in DPRK onto a higher level by promoting the exchange and cooperation in this field with different countries of the world.
The other project is to provide equipment and technical conditions to the marine environmental protection agency in North Hwanghae Province, which is being built by the Marine Environmental Protection Centre as part of the efforts for the rapid response to oil spill on the East and West Seas of Korea.
Another project is to build a lab for analysis of bunker oil to be supplied to cargo ships and other vessels operating in the territorial waters of the DPRK in accordance with the domestic and international laws.
It also undertakes the purchase or manufacture of such stores as lifejackets and signal lamps to supply them to local ships sailing in the territorial waters in accordance with the related domestic laws and regulations and the International Convention on the Safety of Life at Sea (SOLAS), thereby creating favorable conditions for the safe sailing of ships and safety of crew.
The Fund will work out a 5-year plan for marine environmental protection and make effort to carry it out. The plan involves the establishment of a research and in-service training base. The base is intended for providing human, material and technical resources necessary for overall research into marine environment including research and development for disposal of pollutants from ships, and monitoring, measurement and evaluation of effect on marine environment by ships and for conducting marine environmental protection at a high level through refresher course and training given to relevant personnel in provinces, cities and counties. The plan also envisages the setting up of a facility furnished with equipment for receiving and disposing of wastes and ballast from all ships sailing in the Taedong River special zone. The facility will be operated with advanced technology and contribute to preventing the contamination of river water which is used as drinking water for Pyongyang citizens and irrigation water.
